This Scenario examines the implication of a continuation of existing transit service provision. It would include the delivery of the three Light Rail projects already being pursued by Regional Transit: the first phase of the Downtown-Natomas-Airport (DNA) LRT to Richards Boulevard, improvments to the Blue Line in the existing northeast corridor and the extension of the Blue Line south to Consumnes College (South Line Phase 2). The scenario would examine the cost to Regional Transit of providing the same level of transit service to an increasing population, with a growing proportion of elderly people. The scenario would also assume that none of the Blueprint Smart Growth principles had been delivered into practical “on the ground” solutions and that land use would continue to be suburban, low-density car-oriented. This Scenario is fundable given the existing funding sources (i.e. Measure ‘A’). The specific major policies and projects included in Scenario A are:
  • Land-Use:
    • Assumes existing development patterns continue
    • Current RT TOD projects at Royal Oaks, Butterfield, Power Inn, 65th Street, Florin, 13th Street, Cemo Circle, Swanston, Meadowview, Sunrise and Hazel are completed.
  • Ticketing and Information
    • RT to implement cashless, electronic smartcard system
  • Bus service
    • RT will continue to monitor, review and revise the bus network to make best use of its resources and meet changing demand and demographics
    • Service changes as required to complement new LRT services (to remove duplicate services/add feeders)
    • Paratransit services still provided where required
  • Rail service:
    • 1st phase of the Downtown-Natomas-Airport (DNA) Line to Richards Boulevard
    • South Line Phase 2 (Blue Line extension to Cosumnes College)
    • Blue Line Double-tracked as part of Northeast Corridor Enhancements
    • Limited stop peak services on Blue and Gold Lines
  • Safety measures introduced to reduce crime and nuisance behavior
    • CCTV cameras installed at 50 LRT stations
    • Some additional funding for increased transit policing and more frequent vehicle cleaning
